Behaviour, they say, is like pregnancy. It will surely show up at the appropriate time. As there are seasons, there is definitely time for every action that one portrays in life.
Nkwanta North District, one of the less developed districts in the country, has been bedeviled with corruption and misappropriation of public funds at the hands of authorities at the district education office starting from the top to the bottom.
Luck, however, eluded the district Director of Education, Mr. Maxwell Gyambiby-Asong and his district accountant on 25th February, 2018 at the Director General’s office in Accra.
Our sources at the Director General’s office indicate that some leaders of an association and some other unknown individuals in Nkwanta North District had petitioned the office of the Director General over the embezzlement of THREE tranches of capitation grants in Nkwanta North Schools.
Aside the famous extortion of money from applicants in the limited GES recruitment programme, extortion of money from pupils to ostensibly defray a debt at the education office and also illegally taking money from BECE candidates in the district for registration, the panel, constituted by Director General of Education, narrowed the meeting to only Embezzlement of schools’ capitation grants.
After listening to the parties involved in the issue, the panel was totally surprised over the corrupt behaviour Mr. Maxwell Gyambiby-Asong in respect to the allegations levelled against him. To quote one of the comments of Deputy Director General after Mr. Gyambiby’s presentation, “… And you are just not making sense”, Mr. Maxwell Gyambiby-Asong was found guilty even before the commencement of investigation into the case.
As a result, the total amount of the three tranches of the capitation grants was made known to these leaders in Nkwanta North Education Office. According to our sources, everything amounted to GHC68,000.00 which each of them was asked to pay GHC34,000.00.
It was also discovered that Mr. Maxwell Gyambiby-Asong had retired from GES last year, was served with retirement letter, but they astonished to hear and see this same man in active service and embezzling public funds. He was, therefore, instantly retired from Ghana Education Service pending full auditing in the district. The District education accountant was also indefinitely suspended from the service until full investigation and auditing works are conducted in the district.
The tragic end of these individuals was heralded by some unfortunate situations before their encounter with the panel constituted by Director General.
The accountant was informed that fire had gutted his house in his hometown, and burnt almost everything of his in the house. He had gone to his hometown to witness the extent of damage caused to his house when he was asked to meet district director in Director General’s office.
Mr. Maxwell Gyambiby-Asong, on his way to Accra, was attacked by armed robbers, and was manhandled by them. His phone was subsequently seized from the robbers amidst some drills. After the trauma from the robbers, director was quoted to have threatened of causing confusion in the camp of the robbers. Meanwhile, the outcome of the meeting with the Director General’s panel might have rather left him confused.
A team of auditors are expected in the district over the issue in the subsequent days in order to inform authorities over the next action to take against these people. Mr. Martin Amidu, the Special Prosecutor, might commence work in Nkwanta North district education office. The evil that men do really live with them. In fact, it really lives within them.
